The application deadline for the 2011 class of Medicaid Leadership Institute Fellows was February 19, 2010. Application information for the 2011 class on this website is for informational purposes only, and does not necessarily reflect the process, timeline, or content of future applications. Application information for future classes of Fellows will be updated in late 2010.
Application Instructions
Up to eight Medicaid directors will be selected as Fellows for the 2011 Medicaid Leadership Institute class (July 2010–June 2011). Completion of the online application will require the following attachments:
- Resume or curriculum vitae.
- Two letters of reference addressing the selection criteria described below.
- A personal statement (2-page maximum) addressing the applicant’s vision for Medicaid. Applicants should answer one of the following questions in explanation of their vision:
- If you were starting from scratch designing a health care program for low-income individuals, what would it look like? Please cite examples from your Medicaid experience to explain/illustrate specific design elements.
- What innovative/transformative approaches have you seen in other parts of the health care sector or in other industries that you would like to replicate in Medicaid and why?
- A brief (2-page maximum) description of two strategic issues for a practicum. The description should include a statement on how the practicum might use data and analytics, and address how it could be a vehicle for the MLI Fellows to advance a transformative Medicaid agenda collectively.
- A letter from the Governor containing the following:
- An assessment of the applicant's qualifications for the program; and
- A statement of willingness to allow the applicant flexibility to meet the program time requirements.
Eligibility
- All applicants must obtain a letter of support for participation from their Governor.
- Applicants must commit to attend four, three-day meetings over the course of the 12-month program and devote additional time for self study and site visits.
- Only one applicant from each state will be considered per year.
Selection Criteria
Applicants will be evaluated based on the following criteria:
- Strong commitment to public service and the improvement of public programs.
- Clear articulation of vision for their agency and for Medicaid’s role in promoting high-quality, cost-effective care.
- Commitment to using data and analytics for program and policy improvement and evaluation.
- Willingness to consider participating in a joint transformational project with other selected Fellows.
Expectations
Attendance will be required at four in-person meetings conducted at different locations across the country. Participants will also host at least two site visits that will focus on technical assistance for the practicum. Additional time will be required for meeting preparation, individual and group technical assistance calls, and individualized leadership coaching. Participants must be able to commit the time necessary to fully participate in the program. Important application and program dates are reflected in the chart below.
