Chad Shearer, JD, MHA

Chad Shearer is a senior program officer with the Center for Health Care Strategies (CHCS). In that role, he serves as deputy director of the Medicaid Leadership Institute, a national program office of the Robert Wood Johnson Foundation focused on transforming Medicaid by enhancing the leadership skills of state Medicaid directors. Mr. Shearer also works on the Long-Term Care Partnership Expansion initiative, a program to expand the public-private partnership model to increase enrollment in quality, affordable long-term care insurance, as well as CHCS’ work with states in redesigning care for high-need, high-cost Medicaid beneficiaries.

Prior to joining CHCS, Mr. Shearer worked on Capitol Hill for the chairman of the Ways and Means Subcommittee on Health, where he was responsible for Medicare managed care and prescription drug policy. Mr. Shearer also served as a David A. Winston Health Policy Fellow with the Subcommittee on Health, focusing on coverage initiatives.

Mr. Shearer received his juris doctor and a master of health administration degree from the University of Iowa, and holds a bachelor’s degree in political science from Coe College.
